When his proposal to turn part of Lassiter's Hotel in the luxury Eclipse Apartments failed to be passed by the local council for a second time, Paul Robinson knew that he only had to get a couple more councillors' votes. He decided to try with Allan Hewitt, and knowing that his main interests were cars, money and women, he asked Rhiannon Bates for help. Having just moved down from Queensland, Rhiannon was broke and desperate for work, so jumped at the chance to help Paul with sales and charm Allan, and earn $500 in the process. However, as the meeting began, Rhiannon quickly became uncomfortable with Alan touching her and making lewd suggestions, but Paul quietly told her that he'd double her money if she went along with it. The final straw came when Allan suggested going back to his hotel room, and Rhiannon grabbed the bottle of champagne and left, telling both Paul and Allan to get stuffed.

When Rhiannon found out that Paul had given Allan $10,000 as a bribe to get his vote, she was horrified and, after deciding to return home to Queensland and turn over a new leaf, she informed the police of what Paul had been up to. Paul told Allan that he was going to feign ignorance and tell the police that Rhiannon was just bitter about her job with him not working out - and Allan refused to give the money back, saying that if there had been no bribery, then he had no bribe to return. However, Allan was actually keeping the money in order to try and save his own skin, going to the police and telling them about Paul's bribery attempts himself, giving them the money as evidence.
